Construction Advisory for Gowanus Canal Storage Tanks

The construction project for the Gowanus Canal Combined Sewer Overflow Storage Tanks is a significant undertaking that will improve the health of the neighborhood and create public waterfront open space.

DEP is constructing an underground storage tank that will capture 4 million gallons of sewage and rainwater that would otherwise overflow into the canal during rainstorms.

The tank will be located along the eastern side of the Gowanus Canal, bounded by Second Avenue and 6th Street. This area will be transformed into a 2-acre public waterfront open space.

Crews will be working around the clock on the construction of the tank's underground perimeter wall, which is a crucial part of the project.

DEP has implemented a robust community air monitoring program to protect residents and construction crews. This includes eight automatic monitoring stations around the perimeter of the construction site that operate continuously during working hours.

The monitoring data, which is updated daily, is available on DEP's website. This allows the public to stay informed about air quality and other construction-related issues.

DEP does not anticipate nuisance odors during construction, but they will perform daily odor inspections and take measures to control any odors that arise.

Inspections and Cleaning

Inspections and Cleaning are crucial steps in maintaining water storage tanks. Regular inspections ensure the tanks are in good condition and prevent potential issues.

The AVHCWD system has a rigorous inspection and cleaning schedule, with tanks inspected and cleaned every 3-5 years, or sooner if necessary. Our last inspection and cleaning was performed in January 2023.

To ensure the safety of the crew, MIT will provide equipment, materials, labor, and insurance for the complete interior preparations and relining of the tanks. This includes a Confined Space, Constant Atmospheric Air/Gas Monitoring, Fall protection, and OSHA 30 trained work crew.

A scaffold will be provided to access the complete interior of the tank, and all needed oil-free air compressors will be verified to ensure they meet the required standards. The crew will also wear proper PPE, including ear plugs, fresh air-supplied blast helmets, coveralls, chaps, fall protection, and leather blast gloves.

The tanks will be blasted using Kleen-Blast 16/30 grit or Garnet to achieve a 3-4 mil profile near white blast as required by the coating manufacturer. SSPC SP-10 will be adhered to during this process.

Here are the specific tasks that will be performed during the inspection and cleaning process:

  • Safety - Confined Space, Constant Atmospheric Air/Gas Monitoring, Fall protection, and OSHA 30 trained work crew, NACE Level 2
  • Provide entry permit, testing, and gas monitoring of the atmosphere in the tank as required for the safety of crew on the interior at all times.
  • Provide a scaffold to access the complete interior of the tank.
  • Provide all needed oil-free, Air compressors - Verify oil-free air - by way of “Blotter Test”.
  • Blasters to wear proper PPE - Ear Plugs, Fresh Air-supplied Blast Helmets, Coveralls, Chaps, Fall protection (Harness, Lanyard, and Lifeline), and leather blast gloves.
  • Provide Abrasive-blast, using Kleen-Blast 16/30 grit or Garnet to achieve, a 3-4 mil profile near white blast as required by the coating manufacturer. SSPC SP-10.
  • Verify results of anchor pattern/profile, by use of Testex Press-O-Film Replica Tape and a Surface profile comparator. (X-course).

The Mesa Vista Tank Site has three storage tanks, each with a maximum storage capacity of 20,000 gallons, serving AVHCWD's Lower Zone. The system's wells supply water directly to the distribution system, with excess capacity filling the Mesa Vista tanks.
