As you place the pipe, you'll see the color change, and you'll know that water is flowing through the system.

To check the water intake range, interact with the pipe by holding down the "E" key on the PC. Then, from the options wheel, choose "Show Range", represented by a house icon.
Extending the System

Building a Water Tank inside the circle area radius provided by a Water Intake creates a new water source. You can then place a new Water Intake in the Water Tank to create another blue circle area with running water.
Utilizing Water Intakes and Water Tanks is the best way to run pipes & water in ARK: Survival Ascended. This method allows you to have a water source anywhere on The Island.
You can create a chain of water sources by placing Water Intakes and Water Tanks in a row. This will give you a steady supply of running water.

Long Distance Considerations
If your ARK Ascended base is far from the water source, you'll need to extend the reach of the intake pipe. This is where the water tank comes into play, serving to transport water directly to the water tap.
The water tank needs to be placed so that it's in line with the water intake, indicated by a blue arrow. This arrow will guide you to the perfect spot where the tank will "wirelessly" connect to the intake.

To find this spot, start by placing the water tank near the water source, and move it closer to your base while keeping an eye on the blue arrow. If it disappears, take a few steps back until it reappears, then place the tank in that location. This is the maximum range you can extend with one tank.
If the water taps in your base still aren't supplied, you may need to add more water tanks. Simply repeat the process, placing each new tank closer to your base until the water flows freely.
